The Hadera municipality has approved a new plan for a residential and hotel district in the northwestern coastal strip - between Givat Olga and the Orot Rabin power station. The new district will cover about 2,500 dunams, of which about 1,100 dunams are designated for parks, golf courses and public buildings. The project will include about 10,000 housing units, 1,400 hotel rooms and a 2.5 km long coastal promenade next to cafes, restaurants and a luxury marina that will allow 650 vessels.
The planning of the sea district was entrusted to the Leitersdorf Architects' Office, which won the project planning as part of an architectural competition between ten leading law firms. The southern coast of Eilat and the roasting beach of the Dead Sea

The Had /2020 master plan was approved by the district in May 2014 and the designation of the land was changed to commercial, commercial and hotel. A detailed plan was approved locally on 31.1.2016- the development and implementation phases of Phase A (the southern part of the complex) are planned for the year 2020-2025
